Hilltop Views Photo 1-  Early Morning, Shipp's Mountain Scenic Overlook, Baxter County, Arkansas - The scenic overlook on Hwy 341 is not an officially maintained spot and is nothing more than a place that three or four cars can pull off the road. However, this is an easy location to find and is one of the best views in the area.
